Voykov is a Soviet Belle available at the 1939 start of the game. She is one of three initial Belles for a Soviet Union player.

Voykov's guns are weight efficient and outperform its WW1 countemporaries, and her tactic is a very good fit for Soviet DD playstyles. However, she is a tiny old WW1 legacy ship with poor refit cap, weight, and speed, and her gear overall is not competitive with newer warships. She also lacks ASDIC and has pitiful AA which will become a problem when subs and CVs are active. Voykov needs to be healed and nurtured before she can be find a place in your fleets, although her tactic may make her suited for ASW work.
