Voykov's guns are weight efficient and outperform its WW1 countemporaries, and her tactic is a very good fit for Soviet DD playstyles. However, she is a tiny old WW1 legacy ship with poor refit cap, weight, and speed, and her gear overall is not competitive with newer warships. She also lacks ASDIC and has pitiful AA which will become a problem when subs and CVs are active. Voykov needs to be healed and nurtured before she can be find a place in your fleets, although her tactic may make her suited for ASW work.

Originally built for the Baltic Fleet of the Imperial Navy, the Orfey-classes that survived the Civil War were split up amongst the other fleets. Voykov was the only Pacific Fleet destroyer to fire her guns in anger during the Second World War, and survived until 1950.
